Economic Development Specialist
The City of Concord's Economic Development & Base Reuse
Department is looking for an experienced, talented, and creative
Economic Development Specialist to assist the City in rising to the
next level of economic vitality.
The ideal Economic Development Specialist candidate is a highly
motivated self-starter who has the ability to network effectively,
and thrives on achieving successful partnerships. The ideal
candidate is someone who is customer service-oriented, is creative,
and has a background in business attraction, business retention,
and business expansion (or equivalent work experience). S/he
possesses experience with project management, data collection and
reporting, public relations, and marketing principles, including
social media marketing on platforms such as Instagram, Facebook,
Twitter and LinkedIn. The ideal Economic Development Specialist
candidate also possesses superb communication skills - both orally
and in writing.
The future incumbent will successfully administer program
functions within budget allocations, scheduled deadlines, and
within the City's established policies, processes, and procedures.

ECONOMIC DEVELOPMENT SPECIALIST
Provides professional support for the implementation and
administration of services and activities that are designed to
implement the City's Economic Vitality Strategy, promote new
development, and increase overall business activity in the City.
Objectives include attracting, expanding, and retaining businesses
while creating jobs and revenue in the City. Position involves
specific assignments to the Economic Development Program. Performs
related work as required all within the context of the City's
Mission, Vision, and Values Statement, and a strong and progressive
customer service orientation.
Equipment, Methods & Guidelines
Uses Federal, State, and local laws, regulations and procedures
as they relate to economic development. Follows established
principles of economic development. Must understand, interpret, and
apply fairly complex financing concepts, and entitlement processes.
Uses City vehicles, telephones, computers and equipment.
Work is conducted primarily in an office setting, but may
include visits to existing and potential businesses and to proposed
development sites. It also involves frequent attendance at
meetings, including many that are conducted on weekends or during
the evening. The work also involves irregular hours and some

Supervisory Guidance Received/Given
Reports to the Economic Development Manager who assigns projects
and collaborates with the incumbent to develop the scope and
objective of assigned projects. Prepares progress and status
reports for supervisory review. Exercises independent evaluation,
selection, and judgment in developing recommendations. Requires
management of consultant contracts. Has some independence for
unreviewed action or decision.
Examples of duties include, but are not limited to:
- Assists the City in implementing its Economic Vitality Strategy
involving business attraction, expansion, and retention programs.
Required duties in these areas can involve researching, writing,
and presenting staff reports, project management, data collection
and analysis, visits to local businesses and business prospects,
business events presentations, and newsletter production. The
ability to effectively market the strengths of the City's downtown
and the City at large are necessary through a variety of tools and

- Participates in the selection, and monitors the activities and
performance of consultants; administers contracts for the

information on the Economic Development Program activities to

Program's marketing initiatives.
- Provides updates to the City's webmaster for the Economic
- Attends Chamber of Commerce events and meetings of other
business associations to function as a liaison for the City and
explain current program initiatives to these groups.
- Seeks out and secures funding and cooperation from State and
Federal sources for economic development projects and programs, and
acts as the liaison with those agencies.
- Analyzes and interprets market information regarding
employment, housing, industries, and finance and their impacts on
local economic development activities.
- Promotes the City's Mission to make Concord a city of the
highest quality by providing responsive, cost-effective, and
innovative government services; understands and subscribes to the
vision and values adopted by the City in its Mission

Qualifications: Knowledge and Abilities
Considerable working knowledge of, State and Federal legislation
on economic development programs; project management, planning,
public relations, negotiations, and economic development
principles. Ability to manage project assignments related to
economic development; to write clearly and concisely; to
effectively apply the principles of economic development to
projects and programs; to operate within budget allocations; to
meet deadlines; to communicate effectively orally; to understand
and work within the City's planning, engineering, and building
permit processes; to write well organized reports and effective
memorandums to communicate to decision makers; and to establish
effective relationships with those contacted in the course of
Education: A Bachelor's Degree in Public or Business
Administration, Marketing, Economics, Planning, or related
Experience: Three years of progressively responsible
professional experience in economic development including areas
such as non-profit economic development corporation work, city or
state economic development, or redevelopment experience including
financing, project management, property acquisition, or closely
related assignments. Strong writing skills are highly desired.
Other: A California Driver's License and satisfactory driving
