SUMMARY:
Develops and revises methods and procedures related to public health data systems, and manages the planning, design, implementation and analysis of computer data systems necessary for statistical analysis relevant to public health issues. Acts as a technical subject matter expert for public health surveillance activities and analysis. Formulates, refines, and implements data management systems and data analysis related to statistical evaluation of public health data in order to increase overall organization effectiveness and serve the public health community. RESPONSIBILITIES:
Develops reproducible code to analyze and visualize data for public health data, specifically in rural health. Evaluate rural health planning activities to ensure coordination with other federal, state and local agencies, both public and private, in order to obtain complete and accurate data as needed to validate information and reduce duplication of data storage and maintenance. Initiate, assemble, and manage healthcare data sets and present comprehensive health statistics reports for use by state and federal health care or insurance agencies. Develops health statistics reports; which increase the understanding of the relationship between health risk factors, determinants of health, and health outcomes. Interprets data from a policy perspective, prepares or supervises the preparation of annual reports, and other analytical papers on findings, and presents the papers and reports to appropriate audiences. Provides technical assistance to Department officials collecting or designing data collection activities, and consultation to governmental agencies and to the private sector on the interpretation and analyses of health data. Review and present program status reports and other informational reports for use by public health administrators in decision-making. Review and present public health statistics reports to senior DPHS health officials in order to track success in implementing public health programs. Works cooperatively with the Health Statistics and Data Management section Chief and Rural Health and Primary Care section to conduct health data analysis that meets statistics reporting requirements. MINIMUM QUALIFICATIONS:
Education: Master's degree from a recognized college or university with major study in public health, epidemiology, data science, statistics, biostatistics, or a related field. Each additional year of approved formal education may be substituted for one year of required work experience. Experience: Four years' professional experience in public health, epidemiology, biostatistics, data visualization, data analysis, or statistics, with responsibilities in program research, planning, monitoring, and evaluation. Each additional year of approved work experience may be substituted for one year of required formal education. OR Education: Bachelor's degree from a recognized college or university with major study in public health, epidemiology, data science, statistics, biostatistics, or a related field. Experience: Five years' professional experience public health, epidemiology, biostatistics, data visualization, data analysis, or statistics, with responsibilities in program research, planning, monitoring, and evaluation. Each additional year of approved work experience may be substituted for one year of required formal
education. License/Certification: Eligibility for New Hampshire driver's license and/or access to transportation for statewide travel. SPECIAL REQUIREMENTS:
Quantitative and analytic capabilities including knowledge of public health epidemiology, surveillance and research methods, particularly in the area of statistical theory and techniques. Ability to perform complex analysis using a variety of analytical software/programs. Experience with small area analysis, spatial statistics, and Bayesian analysis. Experience with large data sets. Software experience to include complex Access queries; Excel, SAS, R, or Stata. Experience with census data and survey design.
