Job Description:

Reporting to and collaborating with the Assistant Vice Chancellor, Financial Affairs and supervising the Treasury Operations Specialist, Treasury Assistant, Commerce and PCI (Payment Card Industry) Compliance Specialist and the Manager, Treasury & Tax Compliance, this position serves as the area supervisor with oversight of all Treasury operations, including endowment management, investments, debt management and reporting, financial records, and Board banking operations, as well as tax and PCI compliance activities.

Demonstrated expertise in banking, investments, debt servicing, and endowment management practices. -

Thorough knowledge of relevant regulatory/compliance/reporting requirements, both state and federal. -

Excellent mathematical, organizational, and analytical skills. -

Effective communication skills, both verbal and written, with ability to interface with diverse audiences including employees/staff, faculty, students, and the general public. -

Experience working for a tax-exempt organization preferred. -

Credentials for finance (e.g., Certified Public Accountant, Chartered Financial Analyst, Certified Financial Planner, Chartered Global Management Accountant, Chartered Management Accountant) or law/policy (e.g., JD or LLB ) preferred. Directs, oversees, and manages all banking relations, invested operating funds, the endowment fund, and financial reporting for cash, investments, and bonds, while limiting risk to the System and its institutions.
2. Supports the Investment Committee of the Board of Trustees working with the Chief Investment Officer and advises System leadership on policy changes
3. Ensures timely debt service payments by providing liquidity for operations and maintaining a healthy cash position; oversees debt management/compliance/reporting and credit agency reporting for the System.
4. Monitors and ensures compliance with all debt covenants, manages relationships with creditors and develops long-term debt and financing plans in support of the System's capital strategy.
5. Prepares forecasts and monitors cash flow; provides leadership in cash flow management throughout the System.
6. Supervises the Treasury & Tax Compliance Specialist in the review of tax-related compliance and regulatory issues, manages outsourced external support in this area, and provides training and support as needed to maintain quality operations throughout the System in accordance with relevant tax laws and regulations.
7. Supervises the Commerce and PCI Compliance Specialist in the review of PCI -related compliance and regulatory issues, and manages outsourced external support in this area, liaises with USNH Information Security and other relevant stakeholders, and provides training and support as needed to maintain quality operations throughout the System in accordance with relevant regulations/requirements.
8. Provides supervision, training, and guidance to direct reports within Treasury operations and, where necessary, exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked.
